Summary: JAAGORON is a youth-led civic engagement initiative designed to strengthen inclusive, rights-based local development in Bangladesh. The project will be implemented in nine upazilas across five districts Dhaka, Manikganj, Gazipur, Chattogram, and Satkhira districts of Bangladesh.The project aims to engage a total of 41,805 individuals through a combination of direct and indirect interventions. The project will be implemented in a consortium modality where the Bangladesh Youth Leadership Center (BYLC) will play a consortium representative and Young Power in Social Action (YPSA) from Chittogram and Agrogoti Sangstha from Satkhira are consortium partners. The goal of the project is to empower youth to lead inclusive, rights-based local development through enhanced civic awareness, leadership, and engagement. 

The core objective of JAAGORON is to empower young people—particularly young women and marginalized groups to take active leadership roles in their communities through enhanced civic awareness, leadership development, and meaningful civic engagement. The project recognizes youth as key agents of change and aims to strengthen their capacity to contribute constructively to local governance, service delivery, and community development processes.

JAAGORON will work with youth groups and existing Youth-Led Organizations (YLOs), Community-Based Organizations (CBOs), and Organizations of Persons with Disabilities (OPDs). These groups will receive structured training on leadership skills, civic rights and responsibilities, inclusive participation, and accountability mechanisms. Through youth meetings, community dialogues, and intergenerational forums at the community, union, and upazila levels, participants will raise awareness on civic rights and promote collaborative problem-solving between citizens and local authorities.

A strong emphasis will be placed on gender equality and social inclusion, with a commitment to ensuring at least 50% participation of women across all project activities. The project will also foster partnerships with local government institutions, service providers, and civil society actors to improve access to basic services and encourage responsive, transparent local governance.

JAAGORON is planned as a multi-partner, multi-location initiative implemented over a defined project period, supported by systematic monitoring, documentation, and learning. By strengthening youth leadership, accountability, and civic participation, the project aims to contribute to sustainable socio-economic development, stronger community–government relationships, and a more just, inclusive, and democratic society
